Qilu Fandian
The bland, white-tiled exterior promises little, but the rooms are a pleasant surprise -- freshly painted and carpeted and containing firm mattresses. Best of all, you're within sight of the delightful Shicha Lakes area and the north gate of Bei Hai. The friendly staff speak little English, but are willing to try. Owned by the Women's Federation, the hotel hosts mostly business travelers. An excellent vegetarian restaurant is attached.
