1. State's Related Policies for Automobile, Part Assembly and Relevant Part Production
The State supports the automobile and auto parts manufacturers to set up product R&D institutions so as to form product renovation ability and sell' development capacity. The State encourages development of energy-saving environmental vehicles with small displacement, active research and industrialization of electric vehicle and car batteries, Importance shall be attached to the development of hybrid technology and car diesel engine technology. The State supports research and development of alcohol fuel, natural gas, mixed fuel and hydrogen fuel to be used for new type of vehicles, encourages to develop and produce vehicles to use new type of fuels; encourages research on light materials, recyclable materials, environmental materials to be sued for vehicles; supports research, development and production of auto electronic products, and active development of auto electronic industry.
For any auto part manufacturer who can provide parts for several independent whole-car manufacturers and is able to enter international auto parts procurement system, the State will give prior support to such manufacturer on technical introduction, technical renovation, financing, merging and reorganization. Sectors engaged in metal material, mechanic equipment, mould, auto electronics, rubber, engineering plastics, fabrics, glass and vehicle oils should develop synchronously with automobile industry.
In order to improve car steel sheet supply, the State will give prior support to the iron and steel producing enterprises; support establishment of professional mould design and manufacture center so as to improve auto mould design and manufacture capacity; support petrochemical enterprises to make technical progress and product upgrading so as to make finished oils and lubricants reach internationally advanced level and meet the needs for auto industrial development.
2. In accordance with the State industrial policies, automobile and related auto parts manufacturing industries in which Guangzhou encourages foreign businessmen to invest are as follows:
2.1 Transport equipment manufacture industry
1) Whole-car manufacture (including R&D);
2) Auto engine manufacture (including R&D);
3) Key auto parts manufacture: disc brake assembly, axle assembly, automatic gearbox, fuel pump of diesel engine, engine inlet supercharger, engine exhaust control device, electric steering system, adhesive coupling (for four-wheel drive), air shock absorber~ air suspension, hydraulic tappet and combined instruments;
4) Auto electronic device manufacture (including engine control system, chassis control system
and car body electronic control system).
2.2 General mechanical manufacture industry
1) Manufacture of high performance welding robot and high efficient welding production equipment;
2) Manufacture of precise bearing and various special bearings for main machines;
3) Manufacture of cast and forge blank for automobile and motorcycle.
2.3 Metal products
1) Design and manufacture of auto and motorcycle mould (including die, injection mould, mould pressing mould), fixture (welding fixture and test fixture).
2.4 Non-ferrous metal metallurgy and roiling processing industry
2.5 Production of non-ferrous composite material and new type alloy material
2.6 Chemical materials and chemical manufacture industry
1) Production of engineering plastics and plastic alloy;
2) Production of emission clarifying agent, catalyst and other additives.
2.7 Electronic and communication equipment manufacture industry
l) Computer-aided design (three dimensional CAD), auxiliary test (CAT), auxiliary manufacture (CAM), auxiliary engineering (CAE) system and manufacture of other computer application system;
2) Production of new type electronic components;
3) Production of hi-tech green batteries;
4) Satellite GPS receiving equipment and manufacture of key components.
