There will be at least 12 piers for passenger ships along the downtown section of the Huangpu River by 2010, according to a newly released blueprint.
The plans show the locations of the piers.
They also show the city plans to launch sightseeing cruises along the river, as well as ferries.
The biggest ferry pier is Shiliupu Pier near the Bund. Other major piers will be at Fuxing Island in Yangpu District and Lujiazui Area, the World Expo Site and Yaohua Road in Pudong New Area.
The piers are designed to be built before 2010, when passengers will be able to catch ferries to several points along the river.
Similar water tourism plans have been considered along Suzhou Creek.
The city government has spent billions of yuan in the past decade to clean up the once dark and stinking river.
Officials of the Shanghai Urban Planning Administrative Bureau have adopted a general plan to open Suzhou Creek for sightseeing cruises and boat races.
Now, however, the river is used only by barges transporting construction materials and garbage, officials said.
