Chinese Law Makes Some More Equal Than Others

A couple of weeks ago, in a post entitled, "Paris Hilton Is So, Like Just So China, You Know," I mused on how aParis Hilton(I should have addedLindsay Lohan) would be treated by China's criminal justice system.  I came across a partial answer today in a recent Los Angeles Times story, entitled, "Putting up money has its privileges: Entrepreneurs in some areas receive perks that make life a little easier."  The story is on the perks and privileges Chinese cities give to their investors, includingimmunityfrom many laws.

The article starts out talking about how Qinyang, a "dusty town in central China," offered a leading out-of-town entrepreneur "tax savings, cheaper electricity rates and the title of 'honorary citizen.'" In Qinyang, honorary citizen goes to those out of towners who invest at least $6 million and it comes with "a red booklet that was like a get-out-of-jail-free card:"

If stopped by police for a traffic violation, Zhang could flash the passport-sized pamphlet and officials would waive him along. If he happened to be in a club or hotel that was being raided, the honorary citizen would be assured of going about his business without being disturbed.

The booklet also gave him hefty discounts at medical clinics and priority for his children's enrollment in the town's best schools.
